Texas Healthcare Transformation and Quality Improvement Program - Amendment 16
On June 2nd Texas submitted an 1115 amendment to the state’s demonstration to effectuate two changes; first, it would allow children in Adoption Assistance (AA) and Permanency Care Assistance (PCA) Medicaid who are receiving Supplemental Security Income (SSI), 1915(c) waiver services, or Medicare to have the choice between STAR Health and STAR Kids, instead of being mandatorily enrolled in STAR Kids. STAR Health and STAR Kids are managed care programs for foster care children and medically fragile children, respectively. Second, children in AA and PCA Medicaid who had been receiving SSI but lost SSI upon becoming eligible for AA or PCA will have the option of enrolling in STAR Kids or STAR Health, instead of being mandatorily enrolled in STAR. If no choice is made, Texas will enroll the person in STAR Kids. The federal comment period for this application will be open from June 9, 2020, through July 9, 2020.
