Montana Health and Economic Livelihood Partnership Program On April 29, 2015, Montana Governor Steve Bullock signed into law an act establishing the Montana Health and Economic Livelihood Partnership Program to expand access to health coverage for over 70,000 new adults with incomes up to 133 percent of the Federal Poverty Level (FPL). On September 15, 2015, the state submitted an application to CMS for a new section 1115 demonstration to implement the HELP Program. Through the demonstration, the state requests to contract with a third party administrator (TPA), and to require premiums and copayments of the new adults enrolled in Medicaid through the TPA. The federal comment period will be open from September 16, 2015 through October 15, 2015.
