New Mexico Centennial Care 2.0 - Extension Request
On December 15, 2022, the State of New Mexico submitted a section 1115 demonstration application to extend the New Mexico Centennial Care 2.0 demonstration, which is set to expire on December 31, 2023. The demonstration authorizes the comprehensive managed care delivery system and the home and community-based services Community Benefit Program. Under the 5-year extension, the state seeks to continue its existing authorities and programs and requests authority to 1) Provide continuous eligibility for children up to age six; 2) Add 1,000 enrollment slots for the Community Benefit Program; 3) Expand the home visiting programs; 4) Expand access to supportive housing; 5) Provide Medicaid services for high-need justice-involved populations 30 days prior to release; 6) Establish a Chiropractic Services Pilot; 7) Provide a $500 budget per Native American member per year for traditional healing services; 8) Allow state-authorized relatives, guardians and/or legally responsible individuals to provide Community Benefit personal care services; 9) Provide $1 million to incentivize the growth of smaller, more community-based spaces in nursing facilities and assisted living settings; 10) Provide Medicaid reimbursement for room and board payments for members residing in assisted living settings; 11) Increase the environmental modifications benefit limit from $5,000 to $6,000 every 5 years; 12) Increase the community-based transition services limit from $3,500 to $4,000 every 5 years; 13) Provide home-delivered meals to Community Benefit members who are facing food insecurity and to pregnant women with gestational diabetes; 14) Create a “closed-loop referral” system between providers and organizations serving Medicaid beneficiaries; 15) Establish a medical respite pilot; 16) Provide Graduate Medical Education (GME) funding and technical assistance for new and/or expanded primary care medical residency programs; and 17) Provide funding to support rural hospitals. The federal comment period will be open from December 29, 2022 through January 28, 2023.
