Primary Care Network

On August 18, 2016, Utah submitted an application to CMS to extend the state's section 1115 demonstration, entitled "Primary Care Network," which provides health care coverage for various low-income populations, for five years. The request also includes a number of changes to the demonstration which would allow the state to: waive the Institutions of Mental Diseases (IMD) Medicaid exclusion, terminate the existing waiver of Early and Periodic Screening Diagnosis and Treatment (EPSDT) for 19 and 20 year olds covered under the demonstration, implement mental health parity for the Current Eligibles, and provide health care coverage for childless adults with incomes at zero percent of the federal poverty level (FPL) who are chronically homeless, involved in the justice system or in need of substance use or mental health treatment. The federal public comment period will be open from August 19, 2016 to September 17, 2016.
