Wisconsin Badger Care Reform

Wisconsin's BadgerCare Reform demonstration covers childless adults between ages 19 and 64 years old and the Transitional Medical Assistance (TMA) eligibility group. The demonstration allows the state to provide state plan benefits beyond family planning services and tuberculosis-related services to childless adults with household incomes up to 100 percent of the federal poverty level (FPL). All changes requested in this application apply to the childless adult population only, unless otherwise indicated; there are no changes proposed for the TMA group. Changes for childless adults include: monthly premiums for beneficiaries above 50 percent of the FPL, healthy behavior incentives, copays for emergency department utilization, time limits on eligibility, employment and training requirements, substance abuse identification and treatment requirements, and expansion of substance use disorder services. The federal public comment period will be open from June 15, 2017 to July 15, 2017.
