New Hampshire Health Protection Program Premium Assistance Amendment New Hampshire requests an amendment to its section 1115 demonstration to require unemployed, childless, able-bodied adults to engage in at least 30 hours per week of employment activity. It also seeks to allow New Hampshire veterans to receive medical services from any New Hampshire hospital providing services to beneficiaries in this demonstration. The amendment would require beneficiaries who visit the emergency room (ER) for non-emergency purposes to pay a copayment of $8 for the first non-emergency use of the ER and $25 for each subsequent non-emergency use of the ER. The state seeks to require beneficiaries to provide two forms of identification and proof of New Hampshire residency to qualify for the demonstration. The state is also requesting to waive cost sharing comparability to charge commercial cost-sharing only to those participating in Premium Assistance portion of the demonstration. The federal comment period will be open from August 17, 2016 through September 16, 2016.
