VA GAP ARTS June 2017 Amendment

The GAP/ARTS section 1115 demonstration amendment increases the GAP income eligibility threshold criterion and adds additional SUD services to the GAP benefit package. Virginia is submitting this amendment in response to 2015 DMAS data that identified a significant number of individuals with serious mental illness (SMI) with processed substance use treatment claims; which was further supported by 2016 claims data that showed that seven percent of GAP enrollees utilized substance use treatment services, which is an increase of two percent from demonstration year (DY) one to DY two. The proposed effective date for this amendment is October 1, 2017. The federal public comment period will be open from June 2, 2017 through July 2, 2017.
