Healthy Indiana Plan 2.0 - Three Year Extension

Indiana submitted an application to extend the Healthy Indiana Plan 2.0 demonstration for three years. The demonstration authorizes the state to collect monthly premiums from individuals up to 133 percent of the federal poverty level (FPL) in an amount not to exceed 2 percent of household income, except that the premiums from individuals with income below 5 percent of the FPL will be no more than $1 per month. Premium payments are required for individuals with incomes above 100 percent of the FPL but not for individuals with lower incomes, who will enroll in HIP Basic if they do not make premiums. The state is requesting to expand access to critical mental health and substance use disorder services to target substance use disorders; to have a premium surcharge to target tobacco cessation; and to extend authority to charge a graduated copayment for non-emergency use of the emergency department. The federal comment period will be open from February 15, 2017 through March 17, 2017.
