Oklahoma Institutions for Mental Disease Waiver for Serious Mental Illness/Substance Use Disorder Oklahoma’s section 1115(a) IMD waiver application requests the ability to provide access to mental health and substance use treatment by allowing Medicaid coverage and reimbursement for inpatient treatment services provided to eligible adults with SMI/SUD, ages 21-64, within IMDs. Additionally, individuals under the age of 21 will be eligible to receive residential SUD services within an IMD and a new IMD provider type for qualified residential treatment programs (QRTP) will be established under the proposed waiver. The waiver further requests coverage for medically necessary facility-based crisis stabilization services within IMDs. Through this demonstration, Oklahoma seeks flexibility to improve access to quality behavioral health care to support the overall health of individuals diagnosed with SMI and/or SUD and improve outcomes and accessibility of SMI/SUD treatment services in a cost-effective manner. The federal comment period will be open from July 2, 2020 through August 1, 2020.
