Texas Healthcare Transformation and Quality Improvement Program - Five Year Extension On September 30, 2015, Texas submitted its request for a five year extension, which would be effective October 1, 2016. The current demonstration has aimed to expand Medicaid managed care to attain savings, develop enhanced delivery systems throughout the state, and move towards quality-based payment systems. The state is proposing to continue the demonstration with enhancements to the demonstration's current projects based upon lessons gleaned from its experiences across the state. The state has also requested to modify the funding requested for its Uncompensated Care and Delivery System Reform Incentive Payment program. The federal public comment period will be opened from October 15, 2015 through November 16, 2015.
