Iowa Marketplace Choice Plan - Termination

Iowa requests a termination of this section 1115 demonstration which was approved on December 10, 2013. The demonstration expanded Medicaid for beneficiaries in the new adult group with incomes from 101 percent to 133 percent of the federal poverty level through premium assistance for purchasing Qualified Health Plan (QHP) coverage. The demonstration also required payment of premiums that could be waived if beneficiaries completed certain healthy behavior activities and provided enhanced dental benefits if beneficiaries had periodic exams. The demonstration waived the assurance to provide non-emergency medical transportation. Iowa is submitting a termination request for this demonstration because the two QHPs that served this population exited the market and beneficiaries in this demonstration were transitioned into another demonstration. The federal comment period will be open from June 16, 2016 through July 16, 2016.
