West Virginia Creating a Continuum of Care for Medicaid Enrollees with Substance Use Disorder On December 1, 2016, the West Virginia Bureau for Medicaid Services (BMS) submitted a section 1115 demonstration application to address the Substance Use Disorder (SUD) crisis negatively impacting the state. West Virginia has the highest rate of drug overdose deaths in the United States. There are several initiatives underway to combat the SUD crisis and the West Virginia section 1115 demonstration application: Creating a Continuum of Care for Medicaid Enrollees with Substance Use Disorders is a critical component of state's effect to provide comprehensive SUD services and supports. The federal comment period will be open from December 6, 2016 through January 5, 2017.
