Arizona Health Care Cost Containment (AHCCCS) - State Bill 1475 and State Bill 1092

Arizona submitted an application to extend their 1115 demonstration in response to the passage of State Bills (SB) 1475 and 1092. SB 1475 requires the state to add new cost sharing requirements for the Adult Group and eliminate non-emergency transportation. SB 1092 requires the state to request from CMS each year waivers to allow a 5-year maximum lifetime coverage limit and to institute a work requirement for the Adult Group. The proposal also includes other requests that impact Adult Group coverage like disenrollment from Medicaid for 6 months for failure to pay premiums and a healthy behaviors/healthy incentives concept. The state's request also includes a proposal to add delivery system reform efforts to its demonstration. The state updated its application to reflect proposed new waiver and expenditure authorities for the demonstration. Therefore, the federal public comment period will be extended and the new comment period will be from October 15, 2015 through December 6, 2015.
