Louisiana Act 421 Children's Medicaid Option Louisiana is submitting a new section 1115(a) demonstration titled the “Act 421 Children’s Medicaid Option.” The goal of the demonstration is to extend Medicaid eligibility to children covered by §1902(e)(3) of the Social Security Act, i.e., children age 18 and younger who meet institutional level of care and are in families with income that is too high to qualify for Medicaid. The demonstration option allows these children with disabilities to become Medicaid eligible based on their own income and resources in order to receive medical services in less-costly home-settings instead of an institution. The federal public comment period will be open from September 18, 2020 through October 18, 2020.
