New York Partnership Plan - VAP Exception Request

The New York Partnership Plan demonstration is organized around Performing Provider Systems (PPS)-an alliance of multiple providers who collectively take responsibility for the health outcomes of populations served within the PPS. CMS requires that each PPS be led by a Safety Net provider. Some Safety Net providers opt to create a new not-for-profit corporation to better govern the PPS. CMS' terms and conditions for the demonstration requires that entities that wish to create a new corporation to govern the PPS must submit an application for a Vital Access Provider (VAP) exception. New York is seeking approval for VAP exceptions for Samaritan PPS and Bassett PPS. The federal public comment period will be open from November 2, 2015 through December 2, 2015.
