Healthy Indiana Plan - Workforce Bridge Account Amendment

On July 25, 2019, the State of Indiana submitted an amendment to their section 1115 demonstration, "Healthy Indiana Plan." This amendment will allow the state to establish "Workforce Bridge Accounts" which would provide qualifying outgoing HIP participants the ability to continue to use up to $1,000 for premiums, deductibles, copayments and coinsurance for 12 months during their transition to commercial coverage. The HIP Workforce Bridge Account is proposed with the goals of supporting the transition to commercial coverage and mitigating the disincentive associated with increasing income and losing access to HIP coverage. This amendment also proposes changes to the Gateway to Work program, adding an exemption for members of federally recognized tribes and changing the exemption for caretakers of dependent children to caretakers of a dependent child under the age of 13. The federal comment period will be open from August 8, 2019 through September 7, 2019.
