South Carolina - Transitioning to Preconception Care South Carolina requests a new section 1115 demonstration to assist in the transition toward a "preconception care model" for the delivery of family planning services plus related services. To conform with South Carolina Executive Order No. 2017-15 regarding the exclusion of abortion clinics, the state also seeks to implement a more comprehensive set of provider qualifications to require that family planning providers must be able to provide the full "preconception care model" that includes services like regularly managing diabetes, hypertension, heart disease, and depression, and substance abuse. The federal comment period for this pending demonstration will be open from September 7, 2018 through October 7, 2018.
