Michigan Pathway to Integration Michigan has submitted a new section 1115 application targeted to children with serious emotional disturbances and individuals with severe mental illness, substance use disorders, intellectual and developmental disabilities. The proposed section 1115 demonstration will combine all services and eligible populations served through 1915(b) and 1915(c) waivers into a single program operating under 1115 waiver authority. Thereby enabling the state to adopt flexibilities to streamline payment systems, provide better care coordination, broader residential and behavioral health services, and also develop value-based payment incentives for meeting performance outcomes related to higher quality and more efficient care. The federal public comment period will be open from July 7, 2016 through August 6, 2016.
