Utah Primary Care Network - August 2017 Amendment Request

On August 16, 2017, the State of Utah submitted an amendment to their section 1115 demonstration, "Primary Care Network." The state is requesting the authority to make a number of changes to varying demonstration populations, including implementing enrollment caps, imposing work requirements and lifetime limits on eligibility, ending presumptive eligibility, applying the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) waiver to Targeted Adults, and charging a higher copay for non-emergency use of the emergency department. In addition, the state requests the ability to change the eligibility requirements for certain demonstration populations through state administrative rule. The federal comment period will be open from August 31, 2017 through September 30, 2017.
